Springfield Park – Case Study

A multi-phase development

In February 2020 Weston Homes contacted Parking Control Management (UK) Ltd (PCM) directly. Based on an excellent prior relationship they wanted us to institute parking management at their new development in Kent.

Springfield park is a multi-phase development which continues to be developed – and this was their main problem! Weston Homes needed a pro-tem solution,
which would work throughout the development period, but which could be formalised upon completion of the entire complex.

We approached PCM to find a solution to a number of parking and vehicle control issues we were having on Springfield Park. The main issue being we needed to find a system that allowed residents’ parking rights to be protected from first occupation whilst also managing the high number of staff and contractors we have on site every day. 

Nicole suggested a permit-based system for residents and a virtual permit system for both contractors and the marketing suite, which allows us to enter registrations of contractors or marketing suite visiting vehicles and gives us the control we need to ensure those that should not be parked are not permitted to. 

As a multi-phase development Nicole and the permits team have done a fantastic job of being able to provide all permits for completed blocks to our sales team in a timely manner, when they are requested by Weston Homes. These are then handed to the residents on completion day to ensure residents have a pleasant move-in experience. 

We are now looking at replicating across many of our developments as the ease of working with PCM along with the service levels and back-office support they provide are second to none.

Our Approach

Block-phased delivery

As not all of the parking bays have been completed, a work-around was needed. PCM currently issues all new residents with serial numbered parking permits, which are sent to the marketing suite who pass the permits to the residents with their welcome pack. These permits allow residents to park in any of the numbered bays on site – regardless of the bay number. 

We anticipate that the development will be completed by mid-2022, at which point, all permits will be replaced with bay numbered permits permitting parking only in their allocated bay, which, like all PCM permits will be hand-delivered by our operatives.

Regular enforcement

Regular patrols to enforce the agreed terms and conditions of parking have been in place from early in the first phase.  It is far better for all concerned that instead of infrequent visit days, PCM operatives patrol regularly at varying times.  Residents are aware of this and adhere to the parking terms and as a result far fewer Parking Charge Notices (PCNs) are issued.

Exemptions

Marketing Suite visitor parking is controlled via our proprietary Business Virtual Permit app, managed, and controlled in-house by the marketing staff from their offices on a PCM supplied iPad. The on-site Weston Homes Construction Management team also have access to this system via the app which is downloaded onto their mobile phones. 

This allows them to exempt contractor vehicles on a short or long-term basis on the spot rather than having to go to the Sales and Marketing suite.

Visitor parking 

Visitor parking spaces are always a potential hotspot and can cause real stress for residents with bona fide requirements. 

PCM applied our proprietary pay-to-park solution (ParkPCM) which not only solves the problem, but also provides a steady and not inconsiderable revenue stream for the Managing Agent London Residential Management Ltd (LRM).

Visitor parking is arranged by the residents, using a PCM delivered online service, which links directly to our enforcement operative’s device.

Moving forwards

PCM work closely with Weston Homes to ensure that with each “block opening” a full set of permits are printed and delivered to the site management office, prior to new resident arrivals. The system has allowed us to continue with parking enforcement, despite the fact that not all bays have been completed, thus ensuring resident compliance from the outset.
